專案進度與落後原因
Good afternoon. Today will be our fourth QCmeeting. As of August 10, our target schedule is26.57 and we have an actual of 16.38.
Actually, this negative variance is mainly becauseof the issues concerning the proposed redesign ofthe chiller enclosure location.
Then the next one is the concern regarding theduct design also. Then the third one is from theprevious concerns regarding the removal of itemsfrom the building.
Then also the last one is regarding the changes onthe schedule regarding the draining of the pipes, fire sprinkler, and everything.
上週進度報告:拆除作業
Moving forward, from last week, the progress isbased on the field works according to the removalof lighting fixtures of the second floor and firstfloor.
For the second floor, actually it's entirelyremoved. The remaining is the security area. Thenfor the first floor, there's initial removal onthe location of the room 001, the proposedlocation of the new mechanical room.
Then the removal of ceiling tiles, mezzanine wall, and other rooms. This is at 50%. Actually, for thesecond floor, most of the rooms for the secondfloor is also removed, including the ceilingframes.
Actually, our target is by next week, we're goingto start with the works inside the security area.
Also, for the removal of sprinkler heads, this is53%. Actually, after the removal of the ceilingtiles, these sprinkler heads, we just bend thesprinkler heads.
Then place a cover with a plastic bottle. It'sstill there. We just place it where it will not...With the next works, it's still there, but we justplaced a cover on it.
We'll just reinstall it on the proposed locationfor the new works.
Was that a part of your preparatory when you'redoing the demo prep?
Yes, the removal works. From the removal works, the prep.
So Ivan was not only there, but he was okay withthat then?
We started doing the sprinkler head just lastweek. Actually, it's right after Tuesday.
We'll just confirm it with Ivan if it's good.
That seems like that should be a pretty easy oneto say yes or no on, without any drag here.
Yes.
And same for any preps and initials movingforward?
Actually, sir, regarding the preparatory meetingsfor the removal, it's entirely the removal. Thedemolition works, everything.
Ceiling, lights, and sprinklers?
All of the trades are included on that removalpreparatory checklist.
Okay.
Yeah.
That's the basis of the progress for the previousweek.
議程項目:閘門與物品管理
Moving on to our agendas.
From last week, room next to room 104 is alreadyaccessible, though the remaining one is the gatebeside the building.
So there's still no clear answer on how to managethat gate?
Yes. Actually, according to Mr. Ivan, thepersonnel is still on vacation.
Trying to figure out who's in charge of that gate.So far, we don't know.
Then also, for the room next to room 104, thereare still items inside the room. Monitors, thosethings.
Halloween stuff.
Actually, that's maybe supplies.
You're talking about the room above?
Yes, the mezzanine.
Is it mezzanine tree?
The mezzanine tree.
安全區域作業與安全規定
Then as for the security area, as of yesterday,we're cleared to work inside.
But as per our previous meetings, it was discussedthat we are required to provide a weekly workschedule, like how many workers will be workingper day.
So since we're going to start work on Monday, maybe this Friday we'll provide you the list forthe work for the next week.
So that will be per day of how many workers willbe inside.
Then also, since we are not allowed to bringcameras, right?
So it's most likely if we're going to startworking inside the security area, we're going toneed a camera every day.
Because we're going to need daily photos for ourreports.
So starting Monday?
Yes.
Then just to confirm, every worker needs to give abadge.
Then in exchange, we'll provide the base pass.
So we'll just hold on to their base pass whilethey have their badge.
Okay.
And then we'll switch it back when they need toleave the site.
Okay.
When they enter the security area, they'llexchange their badges and IDs.
And when they leave, they'll return the badge andwe'll receive the ID.
Those guys don't have a base pass, like XCard.
So what do you need to do with them?
Do you need to give them driver's license?
Ah, yes.
If they don't have a base ID pass, then they'renot cleared for the security area.
I think if you guys submit not a driver's license, like a residence card.
A residence card?
Yes.
But he's saying if he doesn't have the base pass,he's not allowed to go inside.
Because that's the requirement.
It's not the requirement, but there's only twothat I'm aware of that did not submit a base pass.
Oh, okay.
And those two, I believe, will get base pass IDs.
Once they do, I'll record them in the book.
So for the meantime, for those two personnel, ifthey're going to work inside, they can justprovide you a driver's license?
No, I'm not going to accept a driver's licensebecause I can't guarantee that people will be ableto read that.
So they shouldn't have been issued a base visitorID, right? The paper one?
I'll accept that.
All authorized personnel should be submitting arequest for base pass to me.
We will not accept a driver's license or aJapanese residence card as a form ofidentification.
It needs to be their base pass.
風管分體式空調與會議安排
While we're on secure area, under maybe newdiscussion, Mr. Grummer was asking about relatedto the ductless split work.
Would you have a projected schedule time for that?
That's from one of the seven lines?
That's just for like a rough idea of when you guyswould plan on working those ductless split unitsfor the second floor, correct?
The pipes, so AC, we're going to remove the pipes, right? Except for one pipes, we're not talkingabout?
Is it the telecom lines? No.
Duct lines.
You're just talking about the conversation aboutthe individual split units for entry.
So I guess they didn't talk to you, but there's ameeting scheduled for next Monday at 2 p.m. todiscuss that.
Mr. Toma, right?
Yes.
Next Monday...
Ah, not Tuesdays, after the QC meeting.
It'll be after the QC meeting.
Yes, I'll send...
Okay.
Mr. French, you said the 17th, so...
Yeah, it's...
Okay, I made a mistake.
Okay.
Maybe Monday, yeah.
But you're going to reach out to...
Hi.
Okay.
Yeah, if I'm off base, I just want to make surewe're on the same page with our previousconversation.
Yeah.
Okay.
You haven't sent...
Did you send a calendar invite already?
Not an invitation, just an email.
I'm still catching up on my emails as well.
Okay.
Yes.
Okay.
So...
If it's okay, we can just jump to the non-activetelecom lines so we can still have Dr. Kevin.
非作用中電信線路移除
With this item, the removal of non-active telecomlines,
as per the last meeting,
AEC provided already formal RFI to the government,
emailed, received, and confirmed by Mr. Evans,
awaiting final official approval.
Conduit removal to proceed after user cuts labelsin active lines.
So for the last update from Mr. Alpert,
six out of seven of the conduit lines werecleared.
So actually, we have spoken about this with Mr.Frankie earlier.
He went here.
He's saying it's going to cost him a big amountfor this one line.
So he's actually asking for our timeline.
But for now, since this telecom line is notoriginally part of our contract,
so we'll just wait for what will be his action forthe coming weeks.
But for now, since we're still on the removalphase,
But it'll be part of removal phase.
Yes.
I think that's what he was trying to see is whendo we need to have this fixed by.
I don't know how government money works, but hethought the quote was too much.
He's trying to figure out another option.
But when are you going to be removing the ductingis what he's asking.
When in the schedule is ducting to be removed?
Actually, maybe within two or three weeks, I cansay.
We're going to do removal already.
Once we have clearance from the alarm shop andwater shop for the draining of the pipes,
we're going to start working on the duct, theremoval.
But it won't be until after the fire suppressionis drained?
Yes.
That's a good indicator for us to know.
You're talking about the removing?
Yes.
The last one, when?
Make sure that somewhere.
Yeah.
I just said after the fire suppression is already.
Our trigger is the draining.
Once it's already drained, we're going to startworking on the removals of the mechanical work.
Can I ask a question again?
I have a question about the when.
The last one is the pipes.
When can we cut the line?
We want to make sure when.
You're going to cut the line?
The last one.
Yeah, it's there.
That particular line, it can't get cut until it'sreattached immediately.
Otherwise, we have security requirements to be onthe building 24-7.
We have to be here all the time if that line getscut.
We're trying to get a new one, but we have toinstall complete conduit with no breaks, no boxes.
We went to a contractor to see if they could dothat for us.
It was more than what they wanted to spend.
I'm working out to see if it's work that I can dobecause there's a lot of conduit that we'repulling out.
I might try to see if I can do the work.
We just need to know when it needs to be done byso that they can know when to pull the trigger onwhat option we're going to take.
This is outside of the scope of my contract.
Are you going to inform us when to cut the line?
管線切割與延遲影響
We will inform you when we've transferred it over.
I'm just trying to see how long we have until it'sgoing to start affecting work.
It's like their concern is that the contractor istoo much.
They got a quote for new conduit, and the quotewas higher than they expected.
They're trying to negotiate that price, but theyneed to know when they have to say,
Hey, we're going to pay this, and then find themoney for it.
It looks like it's going to be a little expensiveto get a replacement pipe, so they're going tonegotiate that first.
If we can't remove the existing pipeline, we won'tbe able to install the main corridor line.
There's a possibility, so we have to remove the ITline, so we'll be delaying our activity that isconcerned by that one.
So when does that delay happen, is what we'reasking.
When will that be a delay?
Right now, we're in the middle of writing theinstallation design.
We're going to submit this, and that's when thedelay will start.
If we get the result in August, we'll be fine.
Right now, you're working on the installationdesign?
Right now, we're working on the installationdesign.
Once it's submitted, we'll be fine.
So we're just making a drawing, and then submit.
After that, we can get it maybe last week ofAugust, this month.
As for the... Do you have any other concerns?
本週與下週計畫:安全區域作業
Just work this week. I know we're talking aboutmaybe going in today to go do some survey.
If we go inside the security room, it's just sitesurvey, but for next week, that will be the startof work.
So originally, we had a list of 19 people for thesurvey.
Are those 19 people all going to come the same dayagain?
Not sure. You'll have to make sure to subcontracthow many guys start working from next Monday.
Just they are making the schedule right now.
But for the rest of this week, do you have anidea?
By Friday, yeah.
No, no, no.
Do you have any surveys that are going to happenthis week?
What are you going to do this week? Are you goingto go inside the security room?
Just by looking at the survey.
What about you, Mr. Kuro?
What are you going to do? Are you going to goinside?
Are you planning to go inside today?
No, next week.
This week?
After that.
Are you going to go inside this week?
After that, I'll have to prepare the escorts.
We don't have any activity this week.
We'll do that after this meeting.
How many people are there today?
How many?
That's all?
If you have any more concerns, sir.
So, after this meeting, you guys will come over?
Yes.
Thank you, sir.
Thank you, sir.
Thank you.
冷卻器外殼設計與電話線路問題
Going back to the item number two, telephone lineconcern on proposed chiller enclosure.
So, shop drawing were submitted to DOR on August 3for approval, then to be followed by submission tothe government.
Submitted shop drawing, its design provides 450mmof soil clearance from the existing structure, ensuring no direct impact on the telephoneencasement as per requirement.
Civil work is on hold until proposed adjustment isapproved.
So, we already follow up to the DOR regarding thisconcern.
They're still working on it, and they said theywill give us feedback when it's available, maybewithin this week.
But I actually requested them as soon as possibleso we can provide to the government for yourreview and approval.
工作區域內物品移除
Next item, removal of user-stored items withinwork area.
Following a formal request, AEC is awaiting thefinal response from the government. Mr. Albert isyet to give feedback once available.
No extension requested from AEC at this time.
So, we still haven't got feedback from Mr. Ivanfrom his last email.
Ivan or Evan?
Evan is my boss and Ivan is my...
Mr. Albert, sorry.
Yeah, because we had just an informal discussion.I wasn't aware of the mezzanine stuff.
So, is this also included, like the user-storeditems, this includes the mezzanine stuff now?
Yes, sir.
And that's the primary stuff, or is there stillstuff in the mechanical area?
Actually, in the mechanical area, there's still, but compared to last time, some are already moved.
But still, there's still items inside.
I have photos.
So, is it okay to remove them?
Yeah, so still stuff that's past floor. So, can westill remove the stuff to room 104?
Since it's not in your guys' contract to be doingthat stuff, Mr. Albert was kind of looking atthose options and trying to get like a formalresponse from the Air Force or the users so we canactually have the justification to provide thatresponse.
I know that sucks. That's crappy. Especially sincewe've been trying to coordinate this for a longtime now.
Okay, so we're going to wait after getting thepermission.
I can follow up with Mr. Albert.
Yes, sir.
電力中斷計畫與協調
Next item, utility power outage. Actually, we justreceived the e-coded, the priority utilityconnection plan.
So, as for our target power outage, maybe we'lljust…
No, our target is on August 15, right?
Actually, this is somewhat not urgent since it'sjust for the temporary office and we still haveour generator.
So, not until we have the temporary utilityconnection plan, maybe we can just move this sinceit's just for the temporary office.
So, I have a question. So, if possible, can AUCproceed the power outage process, like contactdirectly Mr. Asato-san or the actual shop?
You have been coordinating it directly with the CEshop, right?
Yes, sir.
I would think that would be the best approach.
Yeah, I already got the permission from Ms. Ivy.She said it's a big bot, so make sure of that.
Has CE given you guys any pushback on that? Like, have they resisted?
Actually, it's fine with them. Because fromprevious meetings with the shops, sometimes we'rewith Mr. Ivy.
Yeah, so that ties back into the previous topicabout the storage stuff and the lock stuff, gateaccess, just a lot of those miscellaneouscoordinations.
We're trying to figure out how we can alleviatethat.
颱風後評估與排程更新
So, for the next item, post-typhoon assessment, since I emailed this also, there's no site impactor safety hazards were identified after thetyphoon.
Moving to the schedule. So, for second flooractivities, for the site survey, electrical work, and fire protection, all items pending are for thesecurity area.
So, receive clearance as of yesterday, set workschedule with trades. So, our target is by nextweek.
Then, for the architectural and mechanical work, this continues for the next three weeks.
But since we're cleared to work with the securityarea, we'll just continue working for removal ofthe ceilings in simultaneous with other trades.
Then, for the enclosure, which is the target forClean 2, since we're still awaiting resolution forthe enclosure redesign.
So, we're still on hold.
Mostly, the works from previous week and thecoming weeks will be removal works.
For the initial, we'll be having demolitionremoval works. We'll be sending calendar invite. This will be set on the 13th, Thursday.
Then, for the miscellaneous cassette place, concrete, and unit masonry, this will happen, theprep and initial, right after the resolution forthe enclosure is already provided.
So, moving on to safety.
So, we'll start removing the mezzanine.
Next work procedure is existing floor concretewill be removed.
After the resumption, we're going to remove theexisting concrete.
Okay.
For excavation for underground pipe.
He said the mezzanine is from here.
After removing the mezzanine, floor concrete willbe removed.
For enclosure foundation.
拆除作業與新機械室基礎
Start the excavation for that.
This is the new mechanical room, and this is theexisting toilet.
We have to tell the users can use the bathroomhere.
We have to tell the users can use the bathroomhere.
We have to inform about that to users.
So, about two weeks before, we're going to startthis activity.
It's okay.
Sure.
Inform the users.
Yeah, we'll send text messages to you.
It's okay, just email.
Are you guys planning on saw cutting these?
Saw cutting.
Saw cutting and chipping.
Oh, chipping.
Make a cut.
Inside is a cut and a chip.
Needed a pipe.
Really dusty job.
That's it.
風管工程與第一層作業
So, ductwork is a phase two, but if it's possible,we're going to start the ductwork.
We don't have any users now, so it's a phase twoschedule.
Phase one.
The secondary area doesn't really start yet.
The first floor will start soon.
So, ductwork.
That's why no one uses every room.
That's why we can start the work.
So, if it's not okay, we can't remove it.
We can't remove the start.
So, we can't remove the start.
So, we can't remove the start.
I wonder if we can do that.
They're talking about the first floor activity.
So, if it's possible, we can start.
We want to start.
Inform the users.
Because from the timeline, it's supposed to be thesecond floor, the first floor.
You guys are just adapting so you can stay onschedule.
Yes.
第一層作業協調與聯繫人
Do you want me to email Osaru-san today with theprojection of two weeks out?
This is going to occur in about two weeks?
Yes.
Are there any overhead duct systems that wouldpotentially capture dust through a return airsystem or anything like that?
That's the only thing I'm curious about.
You're talking about dust control, right?
I'm talking about dust control, yeah.
Of course, we also cover some.
Okay.
And all the workers, they've got all the necessaryprotection.
Yes, like a mask.
Mask or respirators.
Yes.
I'm going to contact you about this.
And the start signal for the first floor is goingto be from Mashu-san and the others.
This is going to be handled by Asato-san.
Asato?
Asato-san.
The 250 office is going to let Asato-san know.
Oh, really?
He said he's supposed to be our main point ofcontact.
I know it really hasn't been working that way.
Do you think we can tell him directly?
Yeah, you're fine to reach out to Mashu-san andAsato-san.
Yeah, that's better.
Got you.
About this activity, we can ask them.
Yes, Asato-san.
Yeah, I saw.
Okay.
安全規定與注意事項
I'll let you know two weeks in advance.
Okay.
Thank you.
This is an interesting sheet ID.
I've never seen a P before.
I would have guessed mechanical as well.
P stands for plumbing.
Yeah, plumbing.
I know P is for plumbing, but normally it's in anM sheet or a C sheet.
It's an interesting sheet ID.
For safety.
Number two.
Warning signs and safety rules must be known thesame way.
So we keep up all the safety work from the scienceto the banking.
So all the science and safety joint on there.
Also, workers also are encouraged to check thesafety report for some information.
For example, if there's a contact person, who areyou going to contact?
Safety should be known.
Do you have these safety procedures posted aswell?
It's posted on the safety report.
So there's a process in which who are you going tocontact in this whole process.
And maybe it doesn't have to be a daily meeting, but you incorporate that in regular safetybriefings as well.
Just doing a quick glance of that.
Number three.
So be familiar with the EMP.
Yes, I'm called the General Safety and HealthDepartment.
So this is by the EMP.
I have also spoken about this recently.
They may ask something about safety.
I don't have the details.
Second question.
For number one, are you also looking at damagedextension cords or cords attached to the tools?
Yes, sir.
But right now, mainly, we are not actually usingthe cord right now.
So for now, we'll put it down.
But we are looking at how we take care of it now.
And I think we have the efficiency.
It's more or less a minor one.
Fire extinguisher.
Just check with the fire extinguisher to see ifthere's pressure.
The back hole will be bigger.
I don't know why we do that.
Maybe it came from another facility.
Indication that it's being checked.
Heat and hydration.
We also discussed that one.
I'm sure I haven't probably.
We discussed it.
No, no, it's fine.
Even though it's an indoor work, I think it's forproper hydration of water.
Sure.
Also, the final distribution.
Make sure that there's a lap on it.
We don't know where we would dump it.
I'd like to get a lap on it.
For a lap on it.
Yes.
Yes.
And then for demo work.
I'm not sure if it's applicable right now.
Like dust masks.
There's a lot of nasty insulation.
Even now, I would encourage you to use a mask.
Something like that.
We've, especially last week, this evening.
There's dust coming out.
Yeah.
Right now, we're just moving the freight.
There's a lot of dust coming out.
You can see that the back is very nasty.
The water is nasty.
It's very nasty.
It's very nasty.
Yeah, especially if they start doing that work.
I'm speaking from experience.
品質管制:混凝土與檢驗
So, for active EHAs, still the removal works.
Then, upcoming EHAs, concreting works.
For quality control.
So, you've got this concrete.
Is there still concrete submittal?
You need it by August 10th, which was yesterday.
Yeah, it's supposed to be since we're still onhold with the chiller enclosure.
I just want to make sure there's nothing on mine.
Yes.
I think I would use your guys' concrete mixdesign.
Yeah, I don't know.
We need, yes, a follow-up.
Thank you, sir.
I like concrete, still.
Yes.
For preparatory meetings,
the cast-in-place concreting and unit masonry
is targeted on August 17th,
but this will depend on the resolution of thechiller enclosure issue.
Same as for the initial meeting for these items.
Then, for the initial inspection,
for earthwork, demolition work,
our target is on August 12th, Thursday.
Yes, this was rescheduled due to typhoon.
This was supposed to be, supposedly, last August6th.
For testing, LQC deficiency, there's none for theprevious week
since it's just removal work.
For this submittal,
文件提交與審查
actually, this Temporary Utility Connection Planwas already written.
It was decoded.
Yes.
There's two different disciplines that looked atthis,
civil and mechanical.
Yes.
I'm just going to respond to their comments andresubmit it.
The coupling and bracing,
I wanted to get structural and mechanical on thatone,
but structural just didn't do it.
I thought, I didn't really have enough time tolook at this.
I was interested in it.
I felt like the submittal was a little weakmyself.
This is something I noticed just in general,
not just with you guys, not just with Okinawaspecifically,
but shop drawings is to put your guys in asuccessful position.
It's not just to check a box.
I actually, in my specifications,
specifically say, do not replicate contractdrawings.
I want you guys to develop your own shop drawings.
That way, it puts the field guys in good success.
I was trying to make out more of the coupling andjoints aspect of it in that shop drawing.
I get it. I'm not a craftsman or anything.
Sometimes, a good craftsman, they don't needsomething super intricate as well.
I get there's a fine line between that.
I guess, I didn't do a full review.
I passed it off. It was accepted.
That was just kind of my sidearm observation fromit.
It looks like the monthly schedule and thatproject schedule one,
that had been processed as well.
I think we're only at a 08, is what we're at.
Yes, that's the remaining submittal for now.
Aluminum gate for chiller enclosure.
後續會議與待辦事項
For the submitted RFIs, this is the removal ofinactive telephone lines,
since we already talked about it earlier.
We're just waiting for the response.
There's no mod from last week.
Just to confirm, our next QC meeting will be onAugust 18th at 2 p.m.
Do you have anything on your side?
I'm still working on that justification for thetransformer.
That comes with a lot of paperwork andjustification.
Cost estimation, preliminary from the governmentside.
That's a pretty long lead item.
And then on top of that, your guys' CCD is comingup with, before that,
maybe even ship here.
That's kind of what I've been working on andcoordinating.
Does he have anything?
What did you know?
He doesn't have any questions.
Has been already explained about this.
Any questions, sir?
No questions.
Okay.
Thank you, sir.
Thank you, sir.
Thank you.
Thank you.
安全意識與長期影響
I used to work for the LN.
I used to be all about just getting work done,
and sometimes not trying to be mindful of safety.
So I definitely appreciate people like him
to kind of give that reminder, because someworkers need it.
Yes.
Yes.
I don't think about long-term implications.
